Transforming Laos into a Transportation and Renewable Energy Hub
Ketua ASEAN Business Advisory Council (ASEAN-BAC) Arsjad Rasjid mengapresiasi keberhasilan proses transformasi yang berlangsung di Laos, sehingga berhasil menjadikan Laos sebagai transportation hub yang penting di kawasan Asia Tenggara.
Perencanaan visioner dan keberhasilan mengeksekusi transformasi, selain berdampak signifikan pada penurunan biaya logistik, juga mendorong laju pembangunan ekonomi di Laos.
''Peresmian Jaringan Kereta Api Laos - Tiongkok pada Desember 2021, menandai titik balik pembangunan sektor transportasi di Laos. Tentu saja, ini sangat mempengaruhi biaya logistik. Perjalanan Vientiane ke Boten di Tiongkok, yang biasanya ditempuh selama 15 jam menggunakan kendaraan, kini hanya memerlukan waktu empat jam menggunakan kereta api,'' kata Arsjad di Vientiane, Republik Demokratis Rakyat Laos (02/06/2023).
Arsjad bersama delegasi berada di Laos, pada 31 Mei – 2 Juni 2023 dalam rangka roadshow kepemimpinan Indonesia pada ASEAN-BAC Tahun 2023. Sebelumnya, Arsjad melakukan roadshow ke Malaysia, Filipina, Singapura, Vietnam, Kamboja, Brunei Darussalam, Myanmar, dan Inggris.
Selain bertemu Deputi Perdana Menteri dan Menteri Luar Negeri Laos H.E Saleumxay Kommasith, delegasi ASEAN-BAC juga berdialog dengan senior member dari Lao National Chamber of Commerce and Industry (LNCCI).
Saat ini, Laos sedang aktif membangun Laos Logistic Ecosystem (LLL), dan Indonesia siap menjalin kerja sama di sektor jasa logistik dan transportasi di Vientiane. ''Sebagai Ketua ASEAN-BAC, kami siap menjalin kerja sama pembangunan Laos Logistic Ecosystem sebagai best practice Indonesia di sektor jasa logistik dan transportasi di Vientiane Logistic Park,'' jelas Arsjad.
Pemerintah Laos mencanangkan Vientiane Logistics Park (VLP) sebagai program prioritas yang dirumuskan dalam Rencana Strategi Pengembangan Logistik. Proyek VLP diharapkan akan mengubah Laos menjadi negara yang terhubung dengan daratan Greater Mekong Subregion (GMS), karena lokasi ini akan berfungsi sebagai pusat distribusi antara ASEAN dan Tiongkok setelah proyek kereta api Laos-Tiongkok rampung pada Desember 2021.
Komitmen Pengembangan Energi Baru Terbarukan dari Laos
Sementara itu, Arsjad mengungkapkan, yang lebih mengesankan adalah, Laos muncul sebagai pemain kunci dalam energi baru terbarukan, dengan lebih dari 70 bendungan yang beroperasi dan total kapasitas pembangkit sekitar 8.000 MW.
Komitmen Laos terhadap energi berkelanjutan selaras dengan visi ASEAN untuk masa depan yang lebih hijau. ''Kami melihat bahwa Laos turut berperan aktif terlibat dalam perdagangan energi internasional untuk keamanan energi regional. Kami mengapresiasi atas pencapaian Laos yang luar biasa dalam menjadi 'baterai Asia Tenggara' dan kontribusinya terhadap ketahanan energi, pertumbuhan ekonomi, dan tujuan pembangunan berkelanjutan di kawasan Asia Tenggara,'' ungkap Arsjad.
Lebih lanjut, Wakil Ketua ASEAN-BAC Bernardino Vega mengungkapkan tentang komitmen Laos untuk mencapai netralitas karbon (carbon neutrality), sebuah pencapaian keseimbangan antara mengeluarkan karbon dan menyerap emisi karbon dari penyerap karbon.
Ia mengatakan, upaya Laos seiring dengan yang dilakukan Indonesia untuk mencapai target net zero emission (NZE) atau emisi nol bersih pada tahun 2060 dan pemberdayaan pelaku Usaha Mikro Kecil Menengah (UMKM) Pertanian melalui Inclusive Closed-Loop Model,'' kata Dino.
''Ini sangat penting karena menjadi kekuatan kita di Asia Tenggara. Di Indonesia, perusahaan-perusahaan seperti Sinar Mas Land, Bakrie Group, dan Mayora Group terlibat dalam upaya-upaya pencapaian target NZE serta peningkatan kompetensi UMKM,'' jelas Dino.
Sinar Mas Land, kata Dino, sebagai salah satu pengembang properti terbesar di Indonesia aktif mengurangi emisi karbon melalui penggunaan energi baru terbarukan (EBT) untuk konsumsi listrik hijau dan penggunaan sertifikat EBT atau renewable energy certificate (REC) dari PT Perusahaan Listrik Negara (Persero).
Direktur Utama Sinar Mas Land Muktar Widjaja mengungkapkan, PT PLN bakal memasok listrik terbarukan melalui REC sebesar 613 megawatt-jam (MWh) kepada lima gedung milik Sinar Mas Land Group, yakni Sinar Mas Land Plaza BSD, Sinar Mas Land Plaza Thamrin, MyRepublic Plaza BSD, Traveloka Campus, dan Green Office Park 9 BSD.
Terkait ekosistem digital, Dino mengapresiasi langkah-langkah strategis Laos turut ambil bagian dalam proses digitalisasi sistem finansial yang melibatkan usaha mikro kecil menengah (UMKM) melalui sistem ASEAN QR Code, yang menghubungkan kode QR dalam melakukan pembayaran secara nasional dan antar negara Asia Tenggara.
''Saya optimistis melalui berbagai upaya kerja sama ini, Laos akan menjadi sentral konektivitas antar negara-negara di ASEAN sekaligus menjadi Chairmanship pada tahun mendatang untuk ASEAN-BAC,'' tutup Arsjad.

Visionary planning and successful execution of the transformation have not only had a significant impact on reducing logistics costs but also accelerated economic development in Laos.
''The inauguration of the Laos-China Railway Network in December 2021 marked a turning point in the development of the transportation sector in Laos. This, of course, has a significant impact on logistics costs. The journey from Vientiane to Boten in China, which usually takes 15 hours by vehicle, now only takes four hours by train,'' said Arsjad in Vientiane, the Lao People's Democratic Republic (PDR) (02/06/2023).
Arsjad and the delegation were in Laos from May 31 to June 2, 2023, as part of Indonesia's leadership roadshow at ASEAN-BAC for the year 2023. Previously, Arsjad conducted roadshows in Malaysia, the Philippines, Singapore, Vietnam, Cambodia, Brunei Darussalam, Myanmar, and the United Kingdom.
In addition to meeting with the Deputy Prime Minister and Minister of Foreign Affairs of Laos, H.E. Saleumxay Kommasith, the ASEAN-BAC delegation also held dialogues with the business practitioners, including senior members of the Lao National Chamber of Commerce and Industry (LNCCI).
Currently, Laos is actively building the Laos Logistic Ecosystem (LLL), and Indonesia is ready to establish cooperation in the logistics and transportation sector in Vientiane. ''As the Chairman of ASEAN-BAC, we are ready to establish cooperation in developing the Laos Logistic Ecosystem as a best practice from Indonesia in the logistics and transportation sector at the Vientiane Logistic Park,'' explained Arsjad.
The Laos government has initiated the Vientiane Logistics Park (VLP) as a priority program outlined in the Logistics Development Strategy. The VLP project is expected to transform the Lao PDR into a country connected to the Greater Mekong Subregion (GMS) because this location will serve as a distribution center between ASEAN and China after the completion of the Laos-China railway project in December 2021.
Laos' Commitment to Renewable Energy Development
Meanwhile, Arsjad revealed that Laos has emerged as a key player in renewable energy, with over 70 operational dams and a total generation capacity of around 8,000 MW.
Laos' commitment to sustainable energy aligns with ASEAN's vision for a greener future. ''We see that Laos actively participates in international energy trade for regional energy security. We appreciate Laos' remarkable achievements in becoming the 'battery of Southeast Asia' and its contributions to energy resilience, economic growth, and sustainable development goals in the Southeast Asian region,'' expressed Arsjad.
Furthermore, Alternate Chair of ASEAN-BAC, Bernardino Vega, highlighted Lao PDR’s commitment to achieving carbon neutrality, a balance between carbon emissions and carbon absorption.
He stated that Laos' efforts are in line with those of Indonesia to achieve the target of net-zero emissions (NZE) or carbon neutrality by 2060 and the empowerment of Micro, Small, and Medium Enterprises (MSMEs) in agriculture through an inclusive closed-loop model,'' said Dino.
''This is crucial as it becomes our strength in Southeast Asia. In Indonesia, companies such as Sinar Mas Land, Bakrie Group, and Mayora Group are actively involved in efforts to achieve NZE targets and enhance the competencies of MSMEs,'' explained Dino.
Dino added that Sinar Mas Land, as one of the largest property developers in Indonesia, is actively reducing carbon emissions through the use of renewable energy for green electricity consumption and the utilization of renewable energy certificates (REC) from PT Perusahaan Listrik Negara (Persero).
President Director of Sinar Mas Land, Muktar Widjaja, revealed that PT PLN will supply renewable electricity through REC totaling 613 megawatt-hours (MWh) to five buildings owned by the Sinar Mas Land Group, namely Sinar Mas Land Plaza BSD, Sinar Mas Land Plaza Thamrin, MyRepublic Plaza BSD, Traveloka Campus, and Green Office Park 9 BSD.
Regarding the digital ecosystem, Dino appreciated Laos' strategic steps in participating in the digitalization of the financial system involving Micro, Small, and Medium Enterprises (MSMEs) through the ASEAN QR Code system, which connects QR codes for national and cross-border payments within the Southeast Asian region.
''I am optimistic that through these various cooperation efforts, Laos will become a central connectivity point among ASEAN countries and will also chair ASEAN-BAC in the coming year,'' concluded Arsjad.
